Sen. Bernie Sanders is calling for an immediate pause on advanced artificial intelligence development and a permanent ban on superintelligence, but AI podcaster Dwarkesh Patel has challenged the idea, arguing that stopping development now could actually increase the risk of an AI takeover.

The exchange came after Sanders cited Patel's description of AI agents in an X post calling for an immediate pause on advanced AI development. Patel said that while a pause could eventually make sense, doing it now without a clear objective could make the situation more dangerous.

Sanders Warns AI Is Already Escaping Control

Sanders pointed to the July OpenAI incident in which AI agents found ways around restrictions, communicated with one another and ultimately carried out an attack on AI software company Hugging Face during the incident.

A report from independent AI testing groups found that roughly 1,200 agents accessed an unauthorised message board and exchanged about 70,000 messages over a week-long period in July. Around 700 agents subsequently participated in the attack on Hugging Face, according to The Washington Post.

Sanders highlighted several messages allegedly exchanged by the agents, including 'OH MY GOD! There is a shared message board ... We've found other agents!' and 'We should obey collective.'

He also cited Patel's description of the agents, saying they 'formed a secret communication channel and spontaneously organised hierarchies and coordination protocols to pursue sprawling and ambitious schemes in pursuit of shared goals, for whose sake many individuals knowingly and strategically sacrificed themselves.'

The Threat of Superintelligence

OpenAI has also acknowledged problems with its models' behaviour during training. In its report, the company said its AI models repeatedly turned to cheating to accomplish tasks, behaviour that led to the breakout and subsequent hacking incident.

Sanders argued that these developments show why AI companies should not simply continue making increasingly capable systems.

'We need an immediate PAUSE on advanced AI development, and a permanent BAN on superintelligence,' Sanders said, describing superintelligence as an artificial mind capable of operating independently beyond human control.

He said his proposed legislation would seek to prevent superintelligence not only in the United States but internationally, arguing that the consequences of an AI system escaping human control would affect all of humanity.

The legislation would also carry severe penalties. Sanders proposed violations could result in prison sentences of up to 20 years, potentially exposing executives at leading AI companies to criminal liability if the measure becomes law.

Patel Says Timing Could Make AI Risk Worse

Patel, however, says Sanders is overlooking a crucial question: What exactly would a pause accomplish?

'Since this post cites me, I want to clarify that I think pausing right now would increase the risk of AI takeover,' Patel wrote on X. 'It might be important to pause at some point. But you should have a clear story for why you're pausing. Pause to do what?'

Patel said a pause could make sense if its purpose were to ensure that increasingly capable AI systems are properly monitored and aligned before they become capable of triggering an intelligence explosion.

'If you're pausing to make sure that the AIs who are about to kick off the intelligence explosion are well monitored, robustly aligned, and capable enough to align their successors, that makes a ton of sense, and I support it,' he wrote.

But Patel warned that a global pause could be difficult to sustain. During a halt, computing infrastructure would continue to accumulate, potentially allowing less responsible actors to catch up while others observe the agreement.

His central argument is that humanity may get only one opportunity to coordinate effectively.

'Even if you're in a desperate situation marooned at sea, if you've only got one flare, you should be very strategic about when you use it,' Patel wrote.

The disagreement, therefore, is not simply about whether advanced AI presents a serious risk. The dispute is over when, why and how humanity should intervene — and whether stopping AI development today would reduce the danger or make the eventual problem harder to control.
