400+ Child Porn Files Found on Pastor’s Phone: Forensic Search Leads to 20 New Felony Charges

An investigation into a local church youth worker in Kenosha has taken a darker turn after law enforcement officials uncovered hundreds of files that police identified as child sexual abuse material on his mobile device.

Law enforcement officers found more than 400 such files on the phone of 43-year-old Dale Robert Nixon from Kenosha, leading authorities to file 20 new felony charges related to child sexual abuse material.

According to the amended complaint, the newly identified files allegedly depict extreme and deeply disturbing acts, allegedly showing the sexual exploitation of babies, toddlers and young children before puberty.

Prior to this, the veteran church leader and youth worker was already facing serious accusations of sexually abusing his adopted daughter. The alleged abuse began when she turned 10 and continued for roughly five years.

The survivor calculated that the attacks happened nearly every week, amounting to about 260 incidents, while Detective Brittni Bray noted that the real figure was likely higher because the suspect allegedly committed these offences four or five times within a single week.

20 New Felony Charges

Filed on 2 September, the updated complaint details how investigators accessed Nixon's mobile device.

Following a digital extraction by Officer Shesky on 31 August, Detective Bray reviewed the data and identified more than 400 files, prompting the state to file 20 new possession counts against the suspect.

Infants and Prepubescent Children

The amended complaint contains deeply disturbing descriptions that appear to involve some of the most severe forms of child pornography and child sexual abuse material investigators encounter.

Police detail 20 files allegedly showing infants, toddlers and prepubescent children. In some of the images, adults are allegedly seen sexually abusing very young children, including infants. Other files allegedly show sexual penetration and other sexual acts involving prepubescent children.

The term 'CSAM' — short for Child Sexual Abuse Material — is used to emphasise that the images document real exploitation, although Nixon's 20 new formal counts are officially filed as Possession of Child Pornography under Wisconsin law.

25 Years Behind Bars

Every new count is a Class D felony carrying a maximum penalty of 25 years in prison and a $100,000 fine. The state statute also provides for a mandatory minimum of three years in prison upon conviction.

Nixon faces 24 total felony counts, including child enticement, causing mental harm, incest, repeated sexual assault and the 20 new pornography charges. The repeated assault charge alone carries up to 60 years in prison, with a 25-year mandatory minimum as charged.

Nixon is presumed innocent unless and until proven guilty in court.

Case Broadens After Digital Discovery

Represented by defence attorney Terry William Rose, Nixon appeared in court Thursday morning, where Commissioner Daniel E. Kellum continued Nixon's $500,000 cash bail after prosecutor Douglas Craig Haney raised no objection to a defence request for more time to review the updated complaint. The preliminary hearing is set for 18 September at 8:30 am.

This digital discovery dramatically broadens a case that previously centred solely on allegations of multi-year assaults against a single victim, as police now report finding more than 400 files identified as child sexual abuse material on his device.

Meanwhile, scrutiny has intensified regarding Nixon's prominent role at Daybreak Church, where the church's own history describes him as a longtime elder and preacher. Daybreak leader Wesley Windel, who previously called Nixon a close friend, noted that Nixon's past involvement with the student ministry is 'concerning, as it should be.'
