President Volodymyr Zelenskyy has awarded Elon Musk Ukraine's Order of Freedom, one of the country's highest state honours, recognising the billionaire's role in protecting human life and freedom and strengthening ties with the United States.

The award comes despite years of tensions over how Musk's Starlink satellite internet system can be used during the war with Russia. Musk, the founder of SpaceX, provided Ukraine with access to Starlink after Russia's full-scale invasion in 2022, giving Ukrainian forces a vital communications system.

The network has since become embedded in Ukraine's military operations, with commanders and soldiers using it to communicate and coordinate. Starlink has also been integrated into Ukraine's drone operations. While Musk has allowed Starlink to operate across Ukrainian territory, including Russian-occupied areas, he has restricted its use inside Russia.

That policy has become a key point of disagreement between Musk and Zelenskyy as Kyiv seeks to extend the system's reach.

Starlink's Role in Ukraine's War Effort

Musk's award was announced by presidential decree on Wednesday per reports. He made no immediate comment on the honour.

Starlink remains critically important to Ukraine's military, with satellite connectivity helping commanders and soldiers communicate and coordinate operations. The technology has also been used in Ukraine's drone operations, allowing operators to maintain links with drones and navigate them over longer distances.

Ukraine's access to Starlink is described as the main reason for the early successes of its middle-strike drone campaign earlier this year. The campaign caught Russian forces off guard and disrupted their logistics lines.

The operation has put pressure on Russian logistics in Crimea and given Ukrainian forces a degree of battlefield momentum that Kyiv had not enjoyed since its successful counteroffensives around Kherson and Kharkiv in late 2022.

Musk has allowed Ukrainians to use Starlink within their own territory, including areas occupied by Russia, but has restricted the system's use inside Russia. Earlier this year, SpaceX blocked unauthorised Starlink terminals being used by Russian forces in occupied territory, strengthening Ukraine's position.

Zelenskyy wants Musk to reconsider the restriction on Starlink use over Russian territory. Doing so would allow Ukrainian forces to maintain satellite connectivity for longer-range drone attacks targeting Russia's military and economic infrastructure.

Musk's Influence Has Created Tensions

Starlink's importance has also given Musk an influential role in Ukraine's wartime communications. Zelenskyy has sought help from the United States in persuading Musk to allow Ukraine to expand its use of Starlink beyond its borders.

According to Zelenskyy, Musk believes allowing such use would represent a 'significant and dangerous escalation'. Zelenskyy made the comments to reporters last week.

Musk's role has also become connected to political tensions within Ukraine. A reported mix-up over whether SpaceX had approved Ukraine's use of Starlink for operations inside Russia contributed to tensions between Zelenskyy and then-Defence Minister Mykhailo Fedorov, who was the government's main interlocutor with Musk.

Fedorov was dismissed in July as part of a government shake-up. Zelenskyy said inaccurate information from the Defence Ministry claiming SpaceX had approved the request contributed to an awkward exchange with US President Donald Trump, who accused the Ukrainian president of deceiving him.

Zelenskyy did not say when that exchange occurred. He said the issue contributed to 'some of the steps' taken against Fedorov, while not explicitly accusing him of deliberately providing false information.

Fedorov's dismissal has therefore become another part of the political tensions surrounding Musk's role in Ukraine's war effort. Despite those tensions, Zelenskyy has now awarded Musk one of Ukraine's highest honours for his contribution to protecting human life and freedom and strengthening ties between Ukraine and the United States.
